Yet again, documentarist Loney Goose has had his car towed away. With almost three thousand dollars to pay in fines for parking in forbidden places, he has decided to make a film on the corruption in the traffic department. It is not difficult to find those who will speak out against the system. The problem is to make the traffic cops speak up before the cameras. Things are easier when he meets Grant Parker, a cop who has been pointed at as abusive to the public, but who believes in truth and honor in the act of giving a fine. Parker has always made of his work a religion, until his friend and mentor Murray Schwartz falls into a coma after a car accident. Grant and Loney begin to go through Murray?s past and discover that even the guru of traffic cops had his crises of doubt in the system.
